The only way to export images in batch mode is to use dynamic expressions.

In other words, you must export a dynamic expression having a length of one frame.
This process can be summarized as follows:

• Create a dynamic expression that stays constant over time
• Make that dynamic expression one second long or shorter
• At export time:
  • Set the FPS and Sub-FPS fields to 1
  • Uncheck the Create Videos box
